Dr. Ted Greer Jr., Senior Vice President
Dr. Greer has served as senior vice president of the Network since its inception. He has more than 25
years experience in the nonprofit setting and previously served as the assistant vice president of
programs/community initiatives for Health Choice Network in Miami. He also serves as the senior pastor
of Ebenezer Community Church in Goulds.
Esther Esdelle, Family Care Specialist
Esther Esdelle joined the South Dade Children’s Resource Network on April 14, 2008 as a family
care specialist. Esdelle brings a passion for strengthening family bonds to her current position.
Prior to joining The Network, she has been employed with Miami-Dade County; Department of Human
Services, Domestic Violence Unit for 20 years; and with the Department of Children of Families,
Protective Services for 12 years. Esdelle is a member of Ebony Community Church in Goulds, Florida.
She holds a Bachelor of Science in criminology from Fresno State University in California. Esdelle
is originally from the Republic of Trinidad and Tobago, West Indies.
Nancy Garcia, Family Care Specialist
A native of Cuba, Nancy Garcia has resided in Miami for more than 40 years. She is a graduate of
Florida International University, where she earned a bachelor's degree in social work. Garcia has
fifteen years of experience working with children, first as a kindergarten teacher and then in the
area of social work for the last ten years. She started with One Hope United in 2004 as a case
manager, subsequently moving to the position of targeted case manager. In 2007, Garcia joined the
South Dade Children's Resource Network as a family care specialist.
Kenneal Harrigan, Data Analyst/Continuous Quality Improvement Coordinator
Kenneal Harrigan graduated with a Bachelor of Arts in psychology from the University of Miami. He
is a Thurgood Marshall Scholarship recipient and Psi Chi (The National Honor Society in Psychology)
member. Harrigan is a native of St. Thomas, USVI, and worked for the Department of Labor, the
Department of Housing, and Parks and Recreation there before moving to the mainland to dedicate
himself to nonprofit organizations in the South Florida region.
Jacqueline Lazo, Office Manager, FACTS
Jacqueline Lazo has extensive experience in administrative and support services, working in such
areas as medical records and patient admissions. Lazo joined One Hope United in the dual position
of main receptionist and secretary to the director of programs in fall 2007. She later transferred
to South Dade Children's Resource Network as the administrative assistant in fall 2008 and
subsequently obtained the position of office manager for The Network's sister program, Family and
Children Therapeutic Services (F.A.C.T.S.), in June 2009. Lazo is a native of Nicaragua and has
resided in Miami for the past 20 years.
Viviana M. Miller, Mental Health Therapist, FACTS
Viviana Miller has more than 11 years of experience working in social services and mental health.
She has a master's degree in social work from Florida International University and is working
toward obtaining her licensing as a clinical social worker. In addition, she is an infant mental
health specialist–currently completing her advanced infant mental health specialization as
one of the few candidates chosen in South Florida. Previously, Miller worked as a targeted case
manager for the mentally ill and as a family counselor for the Dependency System specializing
in adoptions. Miller's vast experience and training includes adoption competency, domestic
violence, co-parenting and anger management. Additional certifications held include: Field
Instructor Supervisor, Nurturing Parenting Facilitator and Adult and Children Together (ACT)
Against Violence Facilitator.
Robin Oxford-Davis, Administrative Services Coordinator
Oxford-Davis works to create awareness of the services provided by The Network. Prior to joining
The Network, Oxford-Davis served as the executive director of a community development corporation
for 11 years, providing affordable housing and economic development opportunities. She entered the
social services field as the assistant manager of her community's first family resource center,
which aided residents in their recovery efforts after Hurricane Andrew in 1992.
Oxford-Davis is a lifetime resident of South Dade. She received her Bachelor of Arts in psychology
from Florida International University.
Maribel Quiala, Licensed Clinical Social Worker, FACTS
Maribel Quiala is a field instructor for Florida International University School of Social Work and
Nova Southeastern University. She is the current membership chair for Miami-Dade County NASW
Florida Chapter. Quiala also participates on the board of Flores HIV/AIDS ministry in Homestead,
Fla. Recently, she was the spokesperson for the statewide HIV/AIDS awareness campaign and the
breast/cervical cancer campaign, both targeting the Florida Hispanic community.
Me'Linda Riley-Brown, Office Manager, FACTS
Me'Linda Riley-Brown, CBCS, CMAA, has more than 11 years of experience in the healthcare field. She is a native
of Mississippi and a former member of the Armed Forces. Riley-Brown served as the Medicare/Medicaid
billing team leader of a nonprofit organization prior to joining the F.A.C.T.S. team in late 2008.
Tiffany Thomas, Mental Health Therapist, FACTS
Tiffany Thomas has eight years experience working in the social service field. She entered the
field as a clerical officer before heading off to college to pursue her goal of becoming a
therapist. She earned her Bachelor of Science in social work from Wilberforce University, in
Ohio, and Master of Social Work from Florida International University (FIU). Thomas is currently
a registered intern to obtain her license as a clinical social worker.
